    During the whole time that the NTS has been moving towards crisis, good people have met with good intentions and have tried to be good committee-members, making good decisions. However ... How good are these good people? What specific training or induction have they received for their NTS tasks? Bringing experience from elsewhere is not necessarily enough. On any committee or council or board, it is too easy for the 'non-executive' members to assume that the core group are the most competent folk present and that they have under control even those things not on the agenda of the day. There is a significant skill in being an effective non-executive member, not least the asking of incisive questions and the constant harrying of the core group. All members must, in a worst-case scenario, be prepared to be taken aside by OSCR, HM Revenue & Taxes or even the police and questioned closely about the shared discharge of trust implicit in being a committee member. The ordinary member should be able to perform in that situation as competently as those of the inner group who are closest to the action. My question is this: how do NTS employees, committee members and Council members stand up to the above very demanding standard? Further, what is done routinely to ensure that they do?
